Meaning
The public, and the querent's place in it. The Garden is where people gather — events, networks, social circles, the community and the public eye. It covers meeting others, being among them, and anything that happens in the open rather than in private.
It also carries a lighter social sense: enjoyment in company, the pleasure of being out.
The tone is open and mildly positive. The Garden's caution is exposure — what happens here is seen, which matters when the neighbouring cards are ones the querent would rather keep quiet.
